Collaborative Meeting on Early Warning Systems Held in Uganda

Kampala, Uganda — From August 19 to 21, 2024, a significant collaborative meeting took place in Kampala, Uganda between delegation from the Eastern Africa Standby Force (EASF) led by Brigadier General Domitlen Kabisa, head of the Peace Operations Department and the Department of Disaster Preparedness in the Office of the Ugandan Prime Minister.

Brigadier General Domitien Kabisa, Head of Peace Support Operations at the EASF Secretariat, expressed satisfaction with the meeting's outcomes. “The EASF participants have enriched our understanding through their valuable experiences. Uganda has exceeded our expectations, and this commitment is crucial for the success of our program,” he stated.

Brigadier General Mwanje Sekiranda, Chief of Staff-Reserve Force and representative of the Ugandan Chief Joint Staff, underscored the significance of early intervention in conflict prevention and resolution. “Early intervention is essential to mitigate the escalation of conflicts, ultimately saving lives and protecting property and infrastructure,” he remarked. He further emphasized that early warning serves as a vital tool for conflict prevention, aligned with United Nations and African Union policies, which have garnered full support from Member States. 

The EASF experts provided an in-depth overview of the organization’s early warning policy and system, as well as its collaboration framework. Discussions focused on identifying areas of synergy and potential partnerships, sharing best practices and lessons learned, and exploring opportunities for joint capacity-building initiatives. This meeting underscores a commitment to strengthening regional cooperation in disaster management and response.
