EU APSA IV Formulation Expert Visits EASF

An expert from the Regional European Union (EU) offices visited the Eastern African Standby Force Secretariat in Karen, Nairobi on 23rd April 2019. The expert, who is part of a wider EU delegation visiting other Regional Economic Communities (RECs)

and Regional Mechanisms (RMs) was received at the Secretariat by the Head of Peace Operations' Department Brigadier Albert Kendagor, the Joint Chief of Staff Major General (Dr.) Charles Rudakabana and other senior EASF officials.

The visit, scheduled to run up to 26th April 2019, aims at harmonizing operational modalities among RECs, RMs and the European Union as these players seek to formulate the general framework under which the fourth wave of EU's support to the African Peace and Security Architecture (APSA 4) will be rolled out.

Substantive progress has been made since the last meeting held in Casablanca, Morocco in 2018.  These advancements focus on priority areas such as Strategic Management in Crisis Management, Institutionalization of  Early Warning Systems and Post-Conflict Reconstruction and Development. In the latter, APSA IV's key role will be in policy guidance and possible assistance in the elaboration of specific reconstruction strategies.

The EU support to APSA IV is envisaged to run from 2020 to 2023.
