EASF Conducts Civilian Recruitment Exercise in Djibouti to Strengthen Peacekeeping Capacity
Djibouti, 25 April 2025 – The Eastern Africa Standby Force (EASF) successfully conducted its Civilian Recruitment, Rostering, and Verification Exercise in Djibouti from 22 to 25 April 2025. Held at the Best Western Premier Hotel, the exercise aimed to enhance the region’s readiness for peacekeeping missions by strengthening its civilian component.
The event brought together key officials, including Brig. Gen. Stephen Kashure, EASF Joint Chief of Staff; Dr. Leah Barasa, Head of the Civilian Component; and senior representatives from the Government of Djibouti. In his remarks, Brig. Gen. Kashure emphasized that the initiative reflects the African Union’s vision for a peaceful and integrated continent and reinforces the African Standby Capacity (ASC) framework. “This exercise symbolizes our collective commitment to peace and stability in Eastern Africa,” he said.
Dr. Barasa underscored the importance of professionalizing the civilian component and ensuring transparent, merit-based recruitment. She noted that the initiative aligns with AU standards, supporting rapid deployment and enhancing mission effectiveness in complex environments.
Guelle Idriss Omar, Director of Multilateral Cooperation Affairs at Djibouti’s Ministry of Defence, welcomed participants, stating, “Your attendance highlights our mutual commitment to promoting peace and cooperation.” He described the exercise as a crucial step toward integrating civilians into peace support and humanitarian missions.
The recruitment and verification process assessed dozens of civilian candidates for potential inclusion in the AU’s standby roster. Supported by Djibouti’s Ministry of Foreign Affairs, the event strengthened regional partnerships and improved force readiness.
Officials praised the Republic of Djibouti for its hospitality and strong collaboration. The successful conclusion of the exercise marks a significant step forward in building a capable, multidimensional standby force ready to respond to regional challenges.
