Preparations Continue for EASF’s Maritime Exercise ‘Bahari Salama 1’ in Djibouti

Djibouti City, October 4, 2025 – Preparations entered Day 2 today for the Eastern Africa Standby Force’s (EASF) first-ever maritime command post exercise, Bahari Salama 1, set to begin officially on October 7 in Djibouti.

Building on the momentum of Day 1, EASF Director Brig. Gen. (Rtd.) Paul Kahuria Njema addressed participants, reaffirming the importance of understanding the maritime environment and maximizing the investment made by member states.

“We are here to learn and deliver. The resources you see, were provided by our member states. It is our responsibility to ensure this exercise is a success,” he said.

The exercise scenario will simulate a crisis in the fictional coastal state of Carana, prompting a multinational response to complex maritime threats. It will cover five key themes: counter-piracy, counter-illicit trafficking, counter-illegal fishing, counter-maritime terrorism, and humanitarian assistance and disaster response.

Participants will establish a mission HQ, maritime task force, and supporting elements in line with the ASF framework, the Djibouti Code of Conduct, and UN Charter Chapter VIII.
