Enhancing Peace and Security in the Eastern Africa Region

Handover at EASF PlanElm

jcos certificateEASF bid farewell to Planning Element's (PlanElm) Joint Chief of Staff (JCoS), Major General Charles Tai Gituai who has been serving as the leader of PlanElm's three components, namely, Military, Civilian and Police since 2014.

The Military General was at the forefront in steering the three components towards attainment of EASF's Full Operational Capability (FOC) which occured in December 2014. He has been instrumental in all post FOC activities which include enhancing and maintaining critical capacities which guarantee the EASF region a fully prepared and well equipped peace keeping intervention when required.

Gen Gituai also played a leading role in organising a study week for EASF in September 2016.  The study was conducted to examine and reflect on the contemporary character of conflicts in the region, the challenges and long-term impacts on Peace Support Operations (PSOs). It provided an opportunity for highly experienced peace practitioners to share knowledge and experience on issues related to emerging security threats such as disaster, pandemic and asymmetric threats as well as to identify mechanisms to address the issues.

Brigadier General (Dr) Charles Rudakubana from Rwanda takes over the office of the JCoS from Major General Tai Gituai. He will hold the position for three years.
